Ans. It is the Indigenously developed Helicopter launched Anti-Tank Guided Missile. „HELINA‟ has been successfully flight tested from Army Helicopter recently in the ranges of Pokhran. The „HELINA‟ weapon system hit the target with high precision. The Missile is guided by an Infrared Imaging Seeker (IIR) .It is one of the most advanced Anti-Tank Weapons in the world.
HELINA is the upgraded air version of the Nag missile which is a third generation „fire-and-forget‟ anti-tank guided missile (ATGM).
Que. What was the recent issue related to a Securities and Exchange Board of India (SEBI) circular on Foreign Portfolio Investment (FPI)?
Ans. In April 2018, Securities and Exchange Board of India, SEBI issued a circular stating that entities such as NRIs, Persons of Indian Origin (PIO) and Overseas Citizens of India (OCI) cannot be beneficial owners (BOs) of any Foreign Portfolio Investment (FPI), the foreign inestors who invest in Indian financial instruments like shares and bonds for profit without any presence in the management of the entity whose financial assets they buy. It further stated that FPIs that do not comply with the framework would be given six months to either change their structure or wind up their positions in India. SEBI extended the deadline to December 31 to comply with the new norms.GOI clarified that NRIs are permitted to invest in Indian securities. There is a limit of 5% up to which NRIs can invest in a single security. When NRIs try to manage funds from others through fund management and register as an FPI, the problem arises. The issue was settled.
Que. What is the outcome in the first round of National Assembly elections in Bhutan being held currently and why is it of interest to India?
Ans. Bhutan transitioned to a democracy in 2007 when it held its first parliamentary elections. National Assembly elections were held in Bhutan: the first round was held on 15 September and the second round will take place on 18 October where the top two parties in the first round will contest. The ruling People's Democratic Party of Prime Minister Tshering Tobgay came third in the first round of voting thus not eligible to advance to the second round and resulting in it losing all seats. The second round will be a contest between the Bhutan Peace and Prosperity Party and the Druk Nyamrup Tshogpa, which received the most votes in the first round. The defeat of the ruling People's Democratic Party (PDP) of Prime Minister Tshering Tobgay in Bhutan is seen as a major upset in an election being closely watched by India and China.
India‟s interest: Until 2007, India had oversight over Bhutan's relations with other countries. This changed after the two countries amended their friendship treaty, giving Bhutan full freedom to pursue ties with other countries. India is watching closely as the results may have a bearing on Bhutan‟s decision to establish diplomatic links with China, which has been trying to make inroads into the small country. With a population of about 800,000, Bhutan is considered a buffer between China and India.
